Boudewijn de Groot is a Dutch singer, who has been recording albums since 1966. He sings in Dutch and is known for his poetic lyrics and soothing melodies. I don't think he is the most technically talented singer out there, but his strongest point is the delivery of his lyrics. In his early days he mainly sang translations of other songs before he became known as the Dutch protest-singer and people compared him to Bob Dylan. He still performs nowadays and I don't think you can find a musician in the Netherlands who doesn't know his music. As for his range: he uses his lower range in almost every song and his voice sounds very warm around the G2-C3 area. He uses his upper range mainly for backing vocals, although he has some rare melodies around G4.

A recent live version of one of his most famous songs, Testament, which displays his relaxed, story-telling style of singing. Also G2's everywhere:

The song Cinderella, which is one of his trippy experimental songs, from which he also has quite a lot. The chorus harmonies have Eb4's, which is quite high for his standards:

I listened back to Heksen-Sabbath and the spoken B1's were actually never there. I also found more sung D2's, in 'Vroeger laat'. I don't believe anyone really cares about this thread, but I like to mention changes in the OP so yeah.
