Very populair dutch singer with great vibrato and a very good tone, and he sounds very strong at the 4th octave he has a very unique sounding voice, and he is very consistent when he sings live, he definitly uses a great technique.
He doesn`t seem to have a great amount of low notes though.

Very strong G#4's and G4's in "Wat als je alles hebt gehad"(I believe that's the titel, it's the soundtrack for Gordon & Joling over de vloer).

Indeed, those are quite strong notes! But Joling his whole 4th octave range sounds very very strong and consistent, even live!
