Bart van der Weide is the lead singer of the Dutch band "Racoon". They are known for their acoustic songs, though they have done some poprock songs, especially on their earlier albums. His voice on their first albums actually reminded me a bit of Chris Carrabba's, very easy and comfortable highs. On their newer material he has started to explore more of his lower range, which we've rarely heard before.
There are some more low harmonies in some songs(G♯2's, more F♯2's and an E♭2), but after a lot of listening I think they're sung by the guitarist.

I added an F2 from a live version of "Liverpool Rain". Although he has an F2 in the studio version as well, this note is a lot stronger and much more significant in my opinion.
